Jopari To Testify Before NCVHS Committee On HIPAA Rules For Property & Casualty Payers

Leading P&C Clearinghouse Joins Industry and Standards Organization Panel to Present Challenges and Benefits in Requiring HIPAA Transaction Standards

NCVHS is the committee charged with providing input to Health and Human Services (HHS) on making HIPAA standards applicable to Property and Casualty industry payers, specifically workers' compensation and auto medical insurance.

"Steve" Stevens, Jopari's Chairman and CEO: "On November 18, 2011, Jopari is privileged to be invited to testify in front of the National Committee for Vital and Health Statistics (NCVHS) to address provisions in Section 10109 of the Affordable Care Act. The select panel Jopari will be part of is tasked with providing input as to benefits and challenges that may be anticipated by making the already adopted HIPAA standards applicable to insurance types other than, and in addition, to health insurers."

The Affordable Care Act requires the NCVHS (an advisory body to the Secretary of Health and Human Services) to make recommendations to the Secretary by January 1, 2012 on whether standards and operating rules described in section 1173 of the Social Security Act should apply to the health care transactions of automobile insurance, worker's compensation, and other programs or persons not described in section 1172(a).

Mr. Stevens explained that "Jopari has played a significant collaborative role in industry efforts to align Workers' Compensation and Auto Medical eBilling requirements with the national standards. These efforts have resulted in a dramatic increase in interest with respect to furnishing provider connectivity. Without embracing the national standards as a global solution, however, we are concerned that many connectivity suppliers might hesitate to further pursue Property & Casualty solutions, out of the necessity that their solutions could be required to support 50 different (jurisdiction centric) versions to process a relatively small transaction throughput compared to group health transaction levels."

Mr. Stevens concluded by saying "Jopari recognizes there are some HIPAA mandated transactions that may not fit the Workers' Compensation and Auto Casualty lines of business; and these need to be explained in detail to the Committee. Moreover, we believe modifications to some transactions and their related code sets would further facilitate the utility of these standards for Workers' Compensation and Auto Casualty."
